There is a free program call 602 LAN suite
As long as you choose the 5 user version, its free.
You just set it up use nat and on the client machine on the network enter the internal ip address of the server machine into the browser as the proxy.

Server
which connects to the free net
wifi card to free net
ip address: 192.168.0.104
Network mask: 255.255.255.0
gateway: 192.168.0.1

wifi card to my home network
ip address: 192.168.1.4
Network mask: 255.255.255.0
gateway:

Client machine
ip address: 192.168.1.3
Network mask: 255.255.255.0
gateway: 192.168.1.1

Open browser on client machine and set the proxy for internet to 192.168.1.4

Done!!!!
